Tirta Gangga water palace

I have heard about this but not quite sure on the deatils.
I am going to bali in early january qith my friend who has never been before so want to show her some amazing things whilst there.
is this water palace a temple?/
is it okay to swim in?
and what area or where abouts in bali is this?
