Just do what you should do here and shield the keypad with your hand when entering your pin. Yes there are Comm Bank ATM's in Indo, sorry cant tell you the fees. Dont forget they are only partly related to Comm Bank in Aus, its really a different bank, at least it was when we opened our account in Bali a few years ago, so there will be some fees.
I doubt the fees will be cheaper, have heard in some cases very expensive.
No dont exchange money in Oz, you'll not get the rate you can on the streets in Bali. Kodak shops have a good reputation for being honest. Your hotel usually can change you some money for starters, whilst you wont get the best rate with them, the should be honest, then you can have some cash in your pocket and look for a money changer. Just be careful and count your money a couple of times. Some will take commission from their advertised rate. If you search archives you'll find recommendations for safe, honest money changers dependent where you are staying. Yep I think $4K will be heaps. You'll likely bring home change unless you go wild with shopping and accommodation.
