Well seeing Fiscal is an indonesian tax I dont see why you would pay it to go to one country and not another,I think you would find that because you have an exemption from paying it because of your/his overseas address (australian)you will be exempt from paying it full stop up to the limit of "free fiscal visits" per year he is allowed.
