I am no finance expert but they don't use the rate for buying RP, e.g. 11,500, but the buying rate as you are using rupe to purchase US dollars to pay for the visa. Hence the rate will be something like 12,500. Many don't understand this and think it is a scam, but it is reality. Not saying scams don't happen, but!
