My sister in law just got a multi entry

She just asked verbally where she lodged the application in Bali, not sure if it was consulate or the visa office, & it was granted. She also got a card from tax office in Bali even tho she doesn't work & is exempt from the fiscal.As far as I know anyone can get the card to be exempt from fiskal, not just people paying taxes.
