there is no longer aid tied to Oz companies due to the Paris Declaration which has opened up to allow tenders from everywhere including companies in the recipient country. The boomeranging is ending as the number of Oz companies are reducing and Oz consultants are now competing with the rest of the world including fee rates. This also means that a program worth millions of bucks of your tax money no longer has a public Australian face and also not subject to the laws of Australia. Where has the boomerang gone off to now?
Aid is usually tied to progress in such areas as local governance to address local needs, anti corruption etc but the money is more focused on basic requirements such as health, education and food security. Of course governments are more likely to give aid when areas such as security sectors are co operative. Development unfortunately is political but then again lack of development is due to poor politics.
