It may be true that there was some contribution of the error compounded by ground personnel. However, in every country in the world the ultimate safety of the aircraft rests with the pilot who is not compelled to follow any instruction that may put his aircraft into a dangerous situation. This requires a high level of situational awareness which is an attribute many claim is lacking in Garuda pilots due to poor levels of training. The facts really boil down to if you like the airline fly with them. If you don't don't.
