If applying whilst engaged (Fiance Visa) you must enter Australia & be married within 9 months.
You then apply for the next part in Australia after you are married (Spouse Visa)
When approved this gives you 2 years.
After 2 years they can apply for permanent residency.
At each stage the forms, stat decs, photos etc must be submitted & the visa can be denied at any of these stages.
If already married or in a defacto relationship you apply for the spouse visa (on the forms)to enter Australia & they get the 2 years and then do the PR.
