Unlock Phone?

I have a telstra prepaid mobile - can you have these unlocked?

We do have a spare mobile that is unlocked - but its really old and I am wondering if there is anyway that one unlock a mobile.

I brought the phone outright - but we use telstra pre-paid top up.

Any suggestions would be appreciated.
