luggage is xrayed on its way into Denpasar airport. They dont xray incoming luggage at Aust airports so I cant see them doing it in Bali. Also, the luggage comes out way to quickly at Denpasar for them to have time to fiddle too much with it. I think the crosses are placed there due to some sort of luggage profiling. Maybe expensive luggage, brand new (1st timer) luggage, bursting at the seams luggage or some other criteria is what determines who cops a x and who doesn't.
