As I mentioned there is no VIP class of VOA issued by the consulate or immigration. This is a private service - and not sure how much it costs, but it seems to save only one step (paying for the VOA) and you still had to wait for the visa to be put into passport and stamped, just that someone else was standing in the queue for you.
