We just had 8 days at the Besakih in Sanur and had very similar problems with the towel mafia. Fortunately we had the option of lounges on the beach and did not sucumb to terrorist tactics,we were verbal about it to other guests and also to managment who would love to solve the problem but did not know how without upsetting the pool hogs. Whats the answer if we get a good workable answer Ill email to the management.
