How do you get Global roaming?

I am arriving in Bali in 2 weeks. How do I get global roaming? I read something about getting the phone unlocked then buying a local sim card. Can you recommend somewhere to go and roughly how much? Do you remove the sim card and if so can you loose the numbers stored in the phone?
