You really seem to have yourself confused on this one.
(1)Global roaming is something you setup before you leave home. This can be damn expensive, You will then be paying for all calls that you make AND receive. The going rate is around $5 per minute.
(2)You can buy a sim card and number here(Bali)and simply put this into your phone. This cost depends on how much credit you opt to buy. Depending on the phone or contract your phone may not need unlocking. If your phone needs unlocking it can be done easily. This whole thing is cheap and easy. It depends on where you have your numbers stored on your phone as to whether you will lose them or not. If they are on your sim card you do not lose them, they simply go with the sim card. (your phone provider actually offers to store your numbers for you)
(3) If you want to ring International, look for a place that advertises Skype. A call to Australia using this system costs around 30 cents per minute. I have no idea of where you are staying however The Bali Senia Hotel in Sanur offers this very cheap service.
