The majority of Balinese can speak both. The will speak to each other in Balinese, and to other people from elsewhere in Indonesia in Bahasa Indonesia. Likewise, people from Java will speak to each other in Javanese, and to other in Bahasa Indonesia.
Only very old people and some very yound children who have not yet started school and have only spoken at home will not be able to speak Bahasa Indonesia. They are very few and far between though.
