There are a couple of points need clarifying here:

This may be correct if you are here on a tourist visa (I don't know) however I have to sign a lot of papers when I do my residency and work permits, they are all legally binding and I am most definitely a foreigner.
If it's true re foreigners with tourist visa's then it also makes you wonder, what is the point of signing the Immigration card and Customs Declaration upon entry?
