That Garuda and the hotels in Bali are not charging clx fees is to their credit: they did not have to do it, but they did it anyway. The same applies to your travel agent. He/she could have done it also, but chose not to do it, because he/she considered the work they did for you and your family was worth something. I know it sounds somewhat cruel, but it's business. You were the one who made the decision to clx (a rational decision which I understand perfectly).
PS. However, I have no way to know if the clx fees you were charged are reasonable. It all depends how much was your original bill.
