Travel Agents are able to get the best rates beacuse the Hotels (and airlines - for international) wholesale their services to them. So they are able to offer better deals to get your buisness.
You can call any of the major ones and custom a deal to your liking.
If you buy direct from the hotel over the internet of while your in your home country you will pay the premium rates.
Of course the way to get the CHEAPSEST rate is to not buy anything till you get there and show em your cash. Hotel managers go Gar-Gar when they see you can pay upfront in cash ;) (I know way to long in the hospiality industry)
