this is a standard offer for Grand Istana Rama with most wholesalers. This is the wording from Garuda Orient Holidays "Stay a min 7 nts receive 1 free dinner per person & free upgrade subject to availability upon arrival." so if a deluxe room is available when you check-in you get the upgrade provided you stay at least 7 nights. Extras such as this and stay/pay deals where you get bonus nights for longer stays are negotiated by the wholesalers that travel agents book through. Get a quote from a travel agent as you may not get these extras/prices if you book direct with the hotel.
