Most hotels have faxes & often do what you are asking (particularly the smaller budget places)..but often many get caught too because once the applicants get their visa they don't show up.
They (especially the smaller places) get caught out because they provide transport to/from the airport & the accommodation is unavailable as its already booked.
I suppose it depends whether it is intended to stay at the place or just use it to obtain a visa as to how obliging the hotel is.
Which area were you in interested in staying & besides the price, what other things to you want in the hotel?
