You did not mention this in your post and has a major impact on refund allowed.

From my point of view, if a booking like yours was amended with a reduced number prior to tickets being issued, then, provided the number of rooms did not differ, the only costs incurred should have been an adjustment based on the amended accommodation costs with, perhaps, an amendment fee around AU$30 imposed by the Wholesaler - and, if you have a "miserable" Agent, a similar amount by them.

Once tickets have been issued, then there would usually be a Cancellation Fee of AU$275.00 for the cancelled ticket. Your indication as to amount of cancellation fees seems excessive, but without knowing the full facts it's difficult to provide an accurate assessment.
