just like some stores wont let you return things because you 'change your mind'. As Putu Les said, once the ticket has been issued it changes the costs of cancellation, and the upgrading of your daughters room will soak up the rest. Its tough, but I guess you cant expect airlines to foot the bill, because if a lot of people cancelled for non insurance purposes, in the 6 weeks before travel and received most of their money back, they wouldnt be able to afford to fly planes.

I am in a somewhat similar position with my son, but if I cant cancel his ticket before I pay in full (2 months before travel) then he either goes, or I expect to lose my money. Its just not the airlines fault.
