Previous post is right... In Kuta if you have your International Licence you "should" be fine in regards to getting fined (bribe).
On the open road you'll have to be luckier - not sure why, just seems to be the way... Perhaps they don't earn as much??!?!?
If you get fined it will cost you 20,000rp a pop. But!!! Keep you pink slips - they can be used to get you out of further Pink Slips.
Other than that... It is excellent hooning around the island on a scooter. Enjoy it and don't be afraid to venture far and wide...
