Try Tulamben. There's a wreck of an old Liberty ship from WWII just a hundred yards or less off shore. There's a huge variety of fish here--clown fish, trigger fish, Napoleon wrasse, jack, you name it. Visibility is variable, but not bad at all. Surf can be a problem on some days, however. There are several accomodations here as well, ranging from cheap to not-so-cheap.
