I am sure that if someone asked to speak with the manager/owner, something could be arranged, especially if it was made clear that tourists are uncomfortable in supporting a business that may not look after creatures welfare properly.
Whether any random rock can be used or not is unclear, and for that reason it may be better if the establishment sourced the rock in question.
Hopefully, a sympathetic poster will soon try to improve the turtles facility.
