Midnight airport taxis

I've tried to search but cannot find anything current.
I'm arriving at 11:50 and wonder if the taxi stand would be still open?
Or I had thought to walk upstairs to the departures where people get dropped off and find a taxi there?

Which would be the best option? if waling upstairs how do I get there from out by the money changers?

Also, are the money changers open that time of night? I'll need some to pay for the taxi, or get some changed in Perth before leaving.
