Sorry Pobi, but you are wrong.
The IDP or IDL is essentially an internationally treaty agreed to by a whole slew of countries, usually listed somewhere on the IDP/IDL. The listed countries agree to honor the licenses of the others, so long as the existence of that license has been authenticated by the designated and certified automotive agency.
