Question for Citibank debit card users.

Do the ATM's in Bali charge an ATM fee when you withdraw cash? How does the conversion rate compare to the cash exchange rate? Have an ING debit card & last time I was in Bali there was a $3 fee each time I withdrew, still worked out a good exchange rate.
