Taping up bottle tops with gaffa tape is not mentioned in any acceptable "conditions of carriage" that I can see.
This stuff is always at the discretion of the authorities and it's up to them to make the call.
"Just ignore these guys" sounds very macho but is not the way to deal with the matter, and will not normally work anyway.
I know that you will find this hard to understand but the key here is alcohol, which can be corrosive as well as inflamable.
Perfume does not come in 1 litre bottles as far as I am aware so your list of "allowed" materials is stupid and not at all relevent.
Being the "fast track" expert you would know about any differences that may apply there.
I do not.
You can call it a scam or anything else you like, but I am of the view that airlines and airline staff have a duty to ensure that all carried materials are safe and if there is any doubt such carriage can be refused.
Where any doubt exists (IE "gaffer tape on bottles"), asking for the case to be plastic wrapped is not unreasonable.
Maybe someone makes a dollar out of it along the way, but I would rather that than have alcohol, raspberry juice or any other leakage affecting my properly packed luggage.
