Just another scam. There's never a problem with other less than full glass containers in your luggage such as perfume, aftershave, medicines, raspberry juice etc because these dodgy security guys are only after your liquor which they can then on sell quite easily. If they are not successful in stealing these bottles from you and they can persuade you to have your luggage wrapped they then get a cut from that. Another scam.
Strangely, if you use a 'fast track exit service' the security guys will leave you and your luggage alone.
These dodgy guys are all connected. There's no duty of care. That's just more misleading nonsense. You could tape up the bottle tops using rolls of gaffa tape and the thugs would still try to steal them from you. Just ignore these guys or ask to speak with their supervisor.
