are those attached to a Bank.They have a private air cond room with a security guard present. Permata bank allows 3m rupiah each transaction up to 10m per day. This reduces bank fees. Other banks BRI & BNI allow 2.4 million per transaction.
For money changers stick to those with an realistic rate. Don't dare to go with one showing a rate ending in 99, (eg 10699 etc).
