There is NO VIP line. For your information VIP works like this. I will type slowly so that you can understand.
Prior to arrival of the aircraft VIP staff have to register the names of their client at THE IMMIGRATION OFFICE (not counter). At that point they pay immigration staff, per client. They can not pay for any extra clients.
They the wait for the client to arrive, sometimes for more than 1 hour.
After they meet the client they purchase VOA & take the clients straight to the luggage carousel. While the clients wait for their luggage the staff go to the IMMIGRATION OFFICE (note again- NOT COUNTER) & process the passports. They then return to the client & assist with baggage, through customs, exit the terminal & assist the client to find their transport etc. The procedure takes a minimum of 1 hour, much longer if the flight is delayed.
