Tourists from within the ASEAN region don't pay for VOA, they are from visa free countries so don't generate any cash.
The airports are privately owned and VOA money doesn't go to them. It goes to the government.
Departure tax does go directly to the airport owners. But... We pay that everywhere. Just usually included in the cost of flight tickets.
