i was on a domestic flight once and we were held up for about half an hour on the tarmac. Apparently somebody checked in luggage, but didn't get on the plane and they went missing. So they had to remove the luggage because they wouldn't allow luggage on the plane without the traveller. This was shortly after 9/11 when security was very tight.

But that was probably a strange situation where the traveller didnt explain to the airline what he/she was doing.

It seems reasonable for you to be able to use the baggage allowance because it is on your itinerary and you paid for it. But I wouldn't be surprised if they have a policy about this. No traveller.... no luggage???
