I also had this problem when trying to rebook my inbound flight. After much arguing with Garuda in Bali, I asked them to check with Garuda Sydney, as the fare rules stated that I could change the inbound flight WITHOUT CHARGE.
I was finally CC'd on this reply from Garuda Sydney:
"Thank you for your email asking for clarification to the fare rule. You are right, FB TL1YS fare usually has reissue fee of AUD100 for inbound date change.
But when I do the entry:
FSDFSYDDPS#TD31DEC12#DT17JAN13
And see rules for FSDN 44, I found the following:
REBOOKING AND REROUTING -
REBOOKING OF OUTBOUND DATE WITHIN THE SALE PERIOD
OF THE FARE IS PERMITTED WITH AUD 100 REISSUE FEE.
REBOOKING REQUESTED AFTER EXPIRY OF THE SALE/
TRAVEL PERIOD MUST BE UPGRADED TO THE NEXT
AVAILABLE FARE.
REBOOKING OF INBOUND DATE IS PERMITTED FREE OF CHARGE.
I think our fare rule was not updated correctly so agent must have misinformed passenger.
Due GA error, this your authority to revalidate ticket for date change, without any fees provided same booking class is available.
We are very sorry for any inconvenience caused to you or your staff due to this error.
