After I tell them I want to pay in $AU, they quote me the VOA in Rp. They then tell me the rate, which is the same as the Airport money changer ( not some decided rate as you imply )Conversion is done on a calculator, change which is quoted in $AU is then converted to Rp using same rate as before & change is counted out of a draw, no piles lying around.
As I said this is my experience, any loss from changing US to Rp then Rp to Au is minimal @ best.
