As very frequently reported on this forum limit into Bali is 1 litre of wine or spirits per person. If you were on your own, you exceeded the limit hence broke the law. $20 seems a light charge for that (though I think the money went into his back pocket rather than to authorities). If you want to risk again be prepared to be fined. There tends to be a view that Indonesia should follow Australian laws. I might not agree with the law but Indonesia is a sovereign country and can make any rules that they see fit. Likewise do not try to take cannabis or other drugs into Bali or you will get the Corby treatment.
There are wine shops in Bali where you can buy an (average) bottle of wine for less than $20. Advise you follow that route!!
Still enjoy Bali..I love it there.
