wine scam

hello i am returning to bali, havent been for a while last time i was there i brought in 2 extra bottles of wine, i was stopped and told that xray showed i had extra wine,i paid what the guy called compensation of $20 and was allowed in. whats the situation can you still do this, thanks in advance.
