Quality varies, so check them out. I pay Rp50K each from a guy I've been buying from for years on Jl Padma Utara. I've seen others say they pay Rp30K plus a couple of gold coins - which works out the same or more depending if they're $2 or $1 coins. Especially since they're not actually made from the coins anyway.

Best quality ones I've bought have been from a little stand just inside Matahari at Kuta Square. If you go in the entrance near McDonalds, it's just inside on the LHS and they have ready made rings and bangles or they'll do custom ones in a day or two. More expensive than the street ones but they look better and are more solid.
