We have hired cars in Bali 3 times so far and will be doing it again in May/June 2013. We pick up the car in Tuban and travel around Bali and then return the car when we get back to Tuban a couple of weeks later. We would never us a hire car when staying only in the Kuta area.
We dont hire a GPS in Bali as we have a Garmin GPS and downloaded the maps before our first trip when we drove ourselves. The maps are very good but as with any GPS there are minor errors. We have been told to turn down roads that do not exist. We have also travelled down some very suspect back roads, as the GPS seems to want to go the shortest distance and not always follow the main roads. We have always found our destination though.
It also helps to have a good map to work out the direction that you are wanting to go. On our last trip I bought a Periplus Bali Street Atlas from a book shop in Bali and it is the best map that I have seen for Bali. Don't expect it to be 100% accurate though. Some hotels etc are located in 2 places on the map. But roads seem to be correct. It is quite detailed for the main towns.
