We register every guest that stays with us, we have to go there physically and take a copy of the passport and pay 10,000IDR per person, at the hotel the cops come and collect it and have a coffee, no payment but different region. When we lived in the North we didn't pay for it, in fact the cops brought us coffee and cake to the station while they typed it up. You may not want to pay the money but it is a legal requirement.
It is not just Bali, it is all of Indonesia
