The difference is that in Bali, the LAGs checks are right at the last minute before you go through the boarding gate. The duty free stores are located before this point (in Australian airports, there are duty free stores after the LAGs checks, so it's no problem).
Garuda and a few other airlines have arrangements that if you buy duty free at the airport in Bali, it will be delivered so you can collect it before you get on the plane. Jetstar don't have this arrangement in place.
