I got advice from the hotel I'm staying at shortly that it doesn't apply to them as they aren't a "Star" hotel, I suggest you email your hotel and ask them! The "Star" hotels that have been found to have breached the laws have had their ashtrays confiscated, they say the ashtrays are evidence (that's Bali).
