i came back on 3rd Sep and didnt encounter any delays

they ask you before you leave aust if you are planning on buying cigaretes and then again as you re-enter the country at immigration (before customs) if you have bought cigarettes

i didnt buy any but i guess by asking you several times there is no way that people could argue that they didnt know about the change in cigarette limits..
