Garuda -making changes to flights

Hi, we were wanting to change our flight going over and out travel agent has said that it will cost $120 per person just to make a change! Has anyone else done this? I'm pretty sure our flights are permitted to make changes as they aren't sale fares so wouldbt have thought it would cost this much?
