Duty Free Ciggarettes Policy Change

Announced this morning on the 7am news was this " All in ternational Travellers" will no longer be able to bring in more than 2 packets of smokes each.. they went on to say that there will be long waiting at Customs while they search for more than your duty free allowance..
But then at the end of the announcement they said " that would mean that each traveller would need to remove 2 pkts from their carton !!!!
or pay the approx $100 duty...or of course loose then to Customs ( to smoke out the back in Smoko time !!time limit
Point is, are Australians returning from holiday abroad classed as " international Travellers " I am only an International Traveller when I am abroad and in someone elses Country ar'nt I ??
