If not properly sealed, alcohol could leak in the hold causing a hazard and affecting other luggage.
This is probably a legit concern, but is no doubt also used as an earner by the airport guys.
Sometimes, if cases contain bottles, either opened or not, the official will insist that the case or bag is plastic wrapped.....possibly in partnership with the wrapping guys.
In most cases some negotiation will take place, but with a well protected unopened bottle you should stand your ground.
