Most are school age, uni students, toolies etc. They are normally on a limited budget.
We were in Bali last year during school holidays and never had a problem.
They usually stay in bed til late, then start partying late afternoon and night clubbing until the wee hours.
We stayed in the middle of legian and got more laughs than problems. Stay away from the night club area's after 7pm.
