I can think of three possibilities that caused your problem.
1. sloppy book keeping
2. theft by bar staff
3. reception staff trying it on
If this problem occurred with me, I would stand my ground. Reception staff do not like you standing and repeating over and over again, that the bar bills have been paid. It stops them processing the next guest and turns away potential guests. I would have explained to them again and again, that this is their problem not mine.
