Their margins are small - and totally dependant on precise language.
Who is to blame - all the dishonest punters who try - quite blatantly to take advantage of them. (Who of my age hasn't seen the virtual manuals on how to rip Insurance off from the 80's and 90's?)
The honest citizens who are caught should blame the many (unfortunately) 'adventurers' who seem to see insurance as a game to be played.
